Momentum is a vector. It has magnatude and direction. It.is like money. Positive money can be used to pay off a debt. After you pay you have less money but you also have no debt. Sum of money you have minus what you owe is a constant.

In an inelastic collision the momentun of the stuck together masses. Is the sum of the momentum of the masses before the collision keeping track of sign (positive and negative directions of motion before collision). All the momentum is transfered to the final mass

Positive and negative momentum remain constant. (You don't pay off your debt. You still have the same amount of money and the same debt. Note. The sum of your money minus your debt is still a constant
